摘要
新时代我国老龄问题呈现出的新特征。中央对老龄工作的新部署,客观要求将新时代老龄工作的使命定位在"积极应对人口老龄化、构建理想老龄社会"。以此新使命来审视新时代的老龄工作,要避免将"健康老龄化"这一方面战略替代积极应对人口老龄化的总体战略,摈弃将加强新时代老龄工作等同于促进传统老龄事业和产业发展的狭隘认识。同时,要开启积极应对人口老龄化、构建理想老龄社会的新征程,需要牢固树立与新使命相适应的理念和视角,开辟老龄工作新领域,将新使命融入所有观念、制度和行为。
Aging-related problems show new features in the new era, and the central government made new arrangements for aging-related work. This requires the mission of work on aging to be positioned as ＂actively coping with population aging and building an ideal aging society＂. In view of the work on aging in the new era with this new mission, we should avoid replacing the overall strategy of actively coping with population aging with the strategy of ＂healthy aging＂, and we should also abandon the narrow understanding that strengthening the work on aging in the new era is tantamount to promoting the development of traditional aging-related undertakings and the silver industry. At the same time, this paper argues that in order to embark on a new journey to actively cope with population aging and build an ideal aging society, we need to firmly establish concepts and perspectives that are in line with the new mission, open up new areas for the work on aging, and integrate the new mission into relevant concepts, systems and behaviors.
