摘要 目前,中国石油产能建设项目投资管理采用分级分类授权决策的方式,实行总部"一本账"统一管理,各油气田开发整体投资规模可控、产能建设项目实施效果良好。但在具体运行过程中还存在一些问题,包括:产能建设项目调整幅度大;各油气田开发方案编制参数存在差异;产能建设项目经济效益评价结果与实际情况相差较大;产能建设项目计划口径多,投资计划管理难度较大;项目结算容易入错账,难以实现财务独立核算等。建议调整产能建设项目定义和管理权限,从总部层面将油气田产能建设项目由原来的按开发区块划分项目,调整为以油气田企业在一个独立年度内的油田或气田产能建设规模作为一个完整项目;明确完整项目立项审批程序和职责分工;搭建高效便捷的产能建设管理信息共享平台;优化考核程序,严格考核兑现;简化投资计划下达,实现财务独立核算。从而实现公司整体管理效益和经济效益最大化。 At present, the investment management of petroleum productivity construction projects in PetroChina adopts the method of hierarchical-classified authorization decision, and implements the unified "one account system" management of the headquarters, which brings the controllable development of overall investment scale of each oil and gas field, as well as good project implementations. However, there are still some problems in the specific operation process, including large adjustment range of productivity construction projects; the diff erences in the programming parameters of each oil gas field development plan; the result of economic benefit evaluation of productivity construction project is greatly diff erent from the actual situation; more approaches of productivity construction project plans lead more difficult management for investment plan; project settlement is error-prone to keep account, and it is difficult to achieve financial independent accounting. The paper suggests adjusting the definition and management authority of productivity construction project and the productivity construction project of oil gas field should be divided by the original development block and adjusted to take the productivity construction scale of oil gas field enterprises in an independent year as a complete project from the headquarters level; it also suggests clearing and completing project approval procedures and division of responsibilities, building efficient and convenient productivity construction management information sharing platform, optimizing the assessment procedures and strictly implementing the operator bonus, simplifying investment planning, and achieving financial independence in order to realize the maximization of the overall management and economic benefits of the company.
