摘要
基于低油价下油气田企业的提质增效和效益管控,探讨建立油气田企业经济评价管理体系。油气田企业经济评价管理体系由组织体系、制度体系、支持体系、保障体系、考核体系5部分构成,其中组织体系是核心。该体系在中国石油辽河油田公司突破效益瓶颈、实现管理理念转型、提升经营决策水平上发挥了重要作用,实现了项目经济评价覆盖率、单井效益评价覆盖率、油井措施经济评价覆盖率、产能建设投资经济评价覆盖率、员工技术技能培训覆盖率"5个100%",催生了《油气田效益评价系统》,推动了企业效益风险管控,还原了重大投资项目效益本质。
The paper discusses the establishment of economic evaluation management system for oil and gas field enterprises from the improvement of quality, efficiency and benefit control of oil and gas field enterprises under low oil prices. The management system of oil and gas field economic evaluation consists such five parts as organization system, institutional system, supportive system, guarantee system and assessment system and the organization system is the core. The system has played an important role in solving he bottleneck of benefit, realizing the transformation of management concept and improving management decision-making level in Liaohe Oilfield Company. It realized the "five 100%" of coverage rates of project economic evaluation, single well benefit evaluation, oil well measure economic evaluation, productivity construction economic evaluation, and employee technical skill training, produced the "Oil and Gas Field Benefit Evaluation System", promoted the management and control of enterprise benefits and risks, and restored the nature of the benefits of major investment projects.
