摘要
运用数据包络分析法(DEA)及Malmquist生产率指数法,选取了安徽省7家具有代表性的开发区,测算了他们2005～2015年的综合效率与全要素生产率指数。研究结果表明平均综合效率偏低,开发区的整体生产效率有待改善,开发区企业创新能力较差;开发区的管理水平与决策能力有所提高,开发区的活力有所增强。据此,提出了提高资源的利用率;着力构建创新体系;加大开发区管理体制的创新力度等政策建议。
In this paper, we calculated comprehensive efficiency and total factor productivity indices of seven representative development zones in Anhui Province from 2005 to 2015 with the DEA and Malmquist productivity indices. The results show that the average comprehensive efficiency is relatively low, so the overall production efficiency of the development zone needs to be improved, and the innovation ability of the development zone is not good. The development zone＇ s management level and decision-making ability have been improved and its vitality has been enhanced. Based on this, we put forward some policy suggestions such as improving the utilization rate of resources, making efforts to construct innovation system, and strengthening the innovation of management system of development zones, etc.
