摘要
受201710号台风"海棠"减弱低压和副热带高压的共同影响,2017年8月3日,辽宁省发生强降雨过程,有多条河流发生洪水过程,部分河流出现大洪水或特大洪水。对2017年"8·3"暴雨洪水的暴雨成因、降雨情况、洪水特性、水库调蓄等进行分析,总结了重视中小型水库、中小城镇、中小河流的水文测报能力建设、及时准确地预报预警是做好洪水防御的重要保障。
Affected by typhoon ＂Haitang＂ and subtropical anticyclone, Liaoning Province experienced a heavy storm on Au- gust 3,2017, leaded to flood and even extreme flood in rivers. This paper analyses the characteristics of the storm and cause of the flood, as well as the reservoir management. The results indicate that forecasting and warning system are important to flood defence. It provides reference vabe to further flood management in Liaoning Province.
