四川省农村有机废物能源化的区域管理规划方案——以崇州地区为例 被引量:2

Regional Resource Management of Energetic Utilization of Rural Organic Waste in Sichuan Province:A Case Study in Chongzhou

摘要 【目的】在调研、数据分析及计算基础上为四川省农村地区有机废弃物资源化规划管理系统方案,并制定有机废物能源化具体技术方案建议。通过管理规划及技术手段实现有机废弃物的能源与原料利用可能性、取代传统化石能源、减少温室气体排放。【方法】研究区域认知及分类、废弃物潜能预估及利用研究、完善行政及法律监管系统、通过废弃物产能计算模型规划设计沼气样板工程。【结果】崇州地区作为四川省以及中国典型的以农业为主的地区,有机废弃物数量及其所蕴藏潜能均非常可观,经计算,若资源合理利用,其产能可覆盖绝大部分农村地区供暖供电需求,并产生良好的经济效益。【结论】目前由于种种因素限制,崇州地区的有机废弃物并未得到充分及有效利用。为此为该地区建立起系统的有机废弃物区域管理方案是首要任务。该方案规划可通过文中描述的步骤实现。在有机废弃物资源区域概念管理的过程中,GIS等软件可作为规划和决策支持工具。 [Objective] Planning management concept and developing technical proposals for energy utilization of organic waste in rural areas of Sichuan province based on field investigation, data analysis and calculation. The ultimate goal was to achieve energy and material utilization of organic waste, and to replace traditional fossil fuels and reduce greenhouse gas emissions through the management concept and technology. [Method] Biogas reference project was designed through the model of waste production capacity based on classification and categorization of the object region, waste potential estimation and utilization research and improvement of administrative and legal supervision systems. [Result] As a typical agricultural area in Sichuan Province of China, Chongzhou has considerable amount of organic waste, with a huge potential energy. If organic waste resources, such as animal manure, different straws, kitchen waste,would be reasonably used in the rural areas of Chongzhou, biogas production capacity could almost meet total energy demand in rural areas of Chongzhou. Moreover, it mayproduce additional economic benefits. [Conclusion] Organic waste in Chongzhouhas not been fully utilized at presentdue to various factors. Thus, establishing a systematic management concept for organic waste in this region is a top priority. The concept planning process may be realized through the steps described in this paper. During the process of regional concept management of organic waste resources, softwares like GIS could be used as planning and decision-support tool.
