摘要
乡村振兴战略是党和国家着眼于新的历史方位,对"三农"问题全面评估基础上做出的一揽子解决之重大战略抉择,与党的十九大关于社会基本矛盾转化的判断是有机统一的。在我国社会基本矛盾中,区域、行业、供需及城乡不平衡是经济发展中主要的不平衡,其中城乡不平衡是矛盾的主要方面,实施乡村振兴是破解城乡不平衡的一把钥匙。在这一判断基础上,进一步以发展经济学理论为指导,在借鉴美国农村振兴成功经验的基础上,提出我国乡村振兴战略的推进应以健全法制、农村基建、要素流向调整及城乡融合为基本路径。这一路径对确立乡村振兴的制度安排、改善农村生产生活环境、改善要素流动的市场导向并最终实现城乡融合具有重要意义。
The strategy of rural revitalization is a vital choice by CCP and our government in the new historical position based on the comprehensive assessment of the "three rural issues" today, which is unified with the judgment of major social contradictions in the 19th National Congress of CPC. This paper thinks that the social basic contradiction in our country are the regional imbalance, the imbalance of supply and demand, industry imbalance and imbalance of urban and rural, in which the imbalance of urban and rural is the main aspect of the contradiction. So, the implementation of rural revitalization is a key to crack urban-rural imbalance. Based on the above understanding, guiding by the theory of development economics and summing up the successful experience of the United States, the article points out the promotion of China's rural revitalization strategy should be based on the improvement of the legal system, rural infrastructure, adjustment of the flow of elements and integration of urban and rural areas. The implementation of these measures is of great significance to the establishment of institutional arrangements for rural revitalization, the improvement of rural production and living environment, the improvement of market orientation of factor flow and the ultimate realization of urban-rural integration.
