摘要
文章从农民意愿角度出发,通过实证问卷调查和数据统计方法,分析研究区制约农民耕地流转的主要影响因素,为我国中西部类似地区逐步建设有序的农村耕地承包经营权流转市场,加快农用地整治和规模化经营提供一定的科学依据。制约研究区耕地流转的主要原因有:耕地流转类型单一、规模较小;耕地流转方式以出租为主,流转途径少;耕地承包经营权流转程序不规范,中介组织发展滞后,交易市场不完整;农户自身对耕地流转与规模经营意识不强,流转收益不明显,社会保障体系不完善。研究区耕地流转市场总体不活跃,也与高速发展的盛乐经济开发区不相适应。充分发挥区位优势,不断转变农户经营理念,依托经济开发区特色产业发展农副产品经营,逐步规范土地流转市场管理,是改善本地区农村耕地承包经营权流转市场现状、加速农用地整治和规模化经营的主要出路。
This paper analyses the main factors which lay restraints on the transfer of cultivated land through the empirical questionnaire and data statistical method. This effort provides a certain scientifc basis for gradually building an orderly market for the transfer of contracted farmland management rights in rural areas, and accelerate the improvement and large-scale operation of agricultural land in the similar areas in the Midwest. This paper argues that the main reasons behind the transfer of cultivated land lie in the fact that： single type, smaller scale, less circulation, less standard procedures for the transfer of farmland contracting and management rights, the lag development of intermediary organization, immature trading market, a poor awareness of the farmers, unobvious transfer income, poor social security system; and rent out is the major way. On account of this, this paper points out that the solutions to improve the current market situation of rural farmland contracting and management rights, and speeding up agricultural land management and large-scale operation is to fully exert the advantages of location, work constantly to changing the management ideas of farmers, develop the operation of agricultural and sideline products relying on the characteristics of economic development zones, and standardize the management of the land transfer market.
