摘要
退耕还林工程的生态、经济和社会综合效益评价一直是社会所关注的热点之一。为了突出工程对区域的实效影响,文章采用生态经济法、入户访谈和可持续发展定位理论的方法,以武隆县区为例进行了生态、经济和社会效益的影响评价。研究结果表明,近15年来,武隆县还林生长蓄积量密度达51.6 m^3/hm^2,林木积累的固碳密度27.11 t/hm^2,其价值为2.28×108元;GDP生产总值与退耕规模正相关R^2=0.62,产业结构得到初步优化,提高退耕农户家庭纯收入最为明显的途径是依靠外出务工,转移农村剩余劳动力占农村劳动力资源总量的48.2%;整体上看工程对社会影响处于良好状态(协调系数0.91)。工程不同程度地促进了区域的生态、经济和社会的协调发展,这对于下一轮退耕还林工程的规划设计具有重要的理论与实践指导意义。
Evaluation of the ecological, economic, and social impacts of the grain for green program has been one of main issues of social concerning in China. In order to highlight the actual impact of the grain for green project on regional ecology, economy, and social benefits, in this paper, the impacts of this project on ecology, economy, and social benefits of Wulong County has been studied, using the method of ecological economic law, door-to-door interview, and sustainable development orientation theory. The results show that in the past 15 years forest stock density has grown up to 51.6 m^3/hm^2 and the carbon sequestration density of forest-accumulated is 27.11 t/ hm^2, and the value of which is about 2.28 × 108 CNY. Moreover, the gross domestic product is positively correlated with the size of reused farmland (R^2=0.62), and the regional industrial structure has been preliminarily optimized. The most effective way to improve the net income of farmers who involved in this project is to work as immigrant laborers, and the shifted rural surplus labor accounts for 48.2% of the total rural labor resources. As a whole, the impacts of this project on society is good with a coordination coefficient of 0.91. The project has promoted the harmonious development of ecology, economy, and society in different degree, which has important theoretical and practical guiding for future planning and designing of the next round of grain for green projgram.
