摘要
为了对水土保持工程运行管理不善所引起的工程效益下滑问题进行研究探讨,文章利用改进的数据包络分析法对决策评估单元的各要素指标进行对比分析,并对水土保持工程效益运行存在的不确定性风险进行识别和量化分析,然后以朝阳县六家子小流域水保工程效益为研究对象进行综合效益评估研究。研究表明:改进数据包络分析法能够客观、准确的对水保工程效益不确定性风险进行量化识别和分析,对于分析处理水保工程管理中出现的问题和不妥之处具有重要意义,研究成果可为水保工程的科学、合理的综合管理提供一定的理论支持。
In order to discuss the issue about project benefit declining due to improper operation and management of the soil and water conservation project,an improved data envelopment analysis method was used to compare and analyze each key indicator of unit to be decision-made and evaluated in this paper,and to identify and quantify the uncertain risk existing in the benefit operation of soil and water conservation project,meanwhile,to study the comprehensive benefits appraisal taking the benefits of soil and water conservation project located in Liujiazi small watershed in Chaoyang County as the object researched.The results are of significant for problems appeared in analysis and treatment of the soil and water conservation project management,which will provide a certain theoretical support for scientific and reasonable management of the soil and water conservation project.
