摘要
近年来,我国与周边国家海上争端不断,维权执法形势严峻复杂,再加上海警队伍整体划归武警部队,新形势、新任务给海警部队舰艇人员综合能力建设提出了更高要求。从提高人员综合能力的必要性入手,结合实际深入分析基层舰艇人员在培养选用、基础执法、外语交流等方面存在的不足,提出优化院校培养模式、提高基层执法能力、鼓励人才自主成长等综合能力建设路径。
Due to the ceaseless maritime disputes between China and neighboring countries in recent years, safeguarding rights and enforcing laws are becoming grim and complicated. In addition, new situation and new tasks resulting from the transfer of China Coast Guard to the armed police force have put forward higher requirements for the personnel of the China Coast Guard. This paper discusses the necessity of improving personnel’s comprehensive capacities, explores the defects in the personnel selection and cultivation, law enforcement, communication in foreign language as well as an in - depth analysis of the status quo of China Coast Guard vessel personnel. Construction approaches like optimizing the training mode of related colleges, improving law enforcement capacities, and encouraging talents to grow autonomously are proposed.
