摘要
文章阐述了环保管家提出的背景及意义,重新对环保管家的定义进行了优化,总结和阐明了环保管家的先进性、专业性、灵活性、全面性的特点。将环保管家与传统环境服务业进行了对比,从服务理念、服务内容、服务方式三个方面说明环保管家与传统环境服务业的区别,体现出了环保管家在环境保护治理上的优越性。根据有关报道总结了环保管家从2016年正式提出以来的发展现状,分析了法律法规不健全、市场不规范、创新力度不够、资金不足和行业结构等问题。最后对环保管家的发展从政府、企业、公民三个角度对环保管家的发展提出了意见与建议。
This article elaborated the background and significance of the environmental steward and based on several different definitions of environmental steward, the definitions were redefined. The characteristics of environmental steward＇s advanced nature, professionalism, flexibility and comprehensiveness were clarified. The environmental steward and the traditional environmental services were compared from the service concept, service content and service mode to explain the superiority of environmental stewards. According to relevant reports, the development status of environmental stewards since 2016 has been summarized. The existing problems were analyzed, summarized as laws and regulations not sound, market not standardized, lack of innovation, lack of funds and poor industrial structure and so on. Finally, some opinions and suggestions on the development of environmental steward from the perspectives of government, enterprises and citizens were given.
