考虑经济性与环保性的火电机组调峰补偿机制 被引量:8

A Model of Considering the Economic Analysis and Environmental Protection for Thermal Power Compensation on Peak Regulation

摘要 随着可再生能源的装机容量在系统中占比日益增加,全国能源网络面临着前所未有的调峰压力。现有的调峰补偿机制多为划定统一的电厂补偿界限,也少有考虑环境因素。为了使火电厂能够获得公平的调峰补偿金额,提高其参与区域调峰的积极性,也能对环境保护给予一定重视。本文通过建立兼顾火电机组经济性与环保性的模型,得出了更为合理的调峰补偿界限。建立比较矩阵并通过模糊处理,提出环保补偿系数的概念,完善了现有的调峰补偿机制。 With the installed capacity of renewable energy accounts for an increasing proportion in the power system, the energy-net is facing unprecedented peak regulation pressure. The existing peaking compensation mechanism makes a unified power plant compensation limit for the whole power plant and rarely considers environmental factors. In order to making the thermal power plant pay more attention to the environmental protection, obtaining a fair and reasonable money of compensation on peak regulation and improving the enthusiasm to taking part in the area peak regulation. In this paper, a model of considering the economic analysis and environmental protection was proposed to get a more reasonable compensation limit. The concept of environmental compensation coefficient was put forward through setting up comparative matrix and fuzzy evaluation to improve the existing peaking compensation mechanism.
