摘要
从国家、大学、学院三个层面分析芬兰职前教师教育质量保障制度。在国家层面,教育部和芬兰高等教育评议会负责对高等教育质量进行管理,促使大学开展以内部评估和外部评估相结合的评议机制,确立教师的选拔制度以保证生源质量。在大学层面,大学注重参与评估,提高教师研究能力;设立高等教育研究发展中心,提升教师教学能力;注重教师教育课程建设,提升教师学历水平;利用反馈系统,保障课程质量。在学院层面,注重师范生培养单位之间的合作,保障师范生的培养质量;在实践课程方面,注重理论知识的学习与完成实践性任务相结合,保障实践类课程质量。
This paper analyzes the quality assurance system of pre-service teacher education in Finland from the state, university and the faculty levels. At the state level, Ministry of Education and Finish Higher Education Evaluation Council are in charge of education. Self-evaluation and external review are adopted to assure the quality of the education. The selection system of pre-service teachers has been established to ensure the quality of the teacher candidates. For the university, external evaluation is adopted to emphasize research ability and higher education research center was set up to increase instruction. Curriculum of pre-service teacher education program is constructed properly. Doctor's degree is open for teacher candidates to insure high quality of teacher education in Finland. Feedbacks of teacher candidates are made effective use to evaluate the curriculum. For the faculty, collaborations among many discipline departments are also emphasized. The learning of theory is combined with the task in practice to increase teacher candidates' research ability in practice. Teacher candidates can be guided by mentors in field school and teacher educators in universities to assure the quality of practice curriculum.
