摘要
从一定角度看,群体性事件是社会转型时期一种常见的利益表达和诉求方式。在当代中国社会快速转型的过程中,群体性事件更多的表现为追求带有民生性质的利益诉求,其意图并不在于改变现行政治制度结构和寻求社会资源的根本性重新分配。论文基于有效预防和妥善应对群体性事件的角度,从提升普通公众利益表达能力,畅通公众利益表达渠道,以及提高公众参与的有效性等方面入手,探讨健全公众利益理性表达的路径机制。
From a certain perspective, mass incidents are common ways of expressing and demanding interests in the period of social transformation. In the process of rapid transformation of contemporary Chinese Society, mass incidents are more reflected in the pursuit of the interests of the people＇ s livelihood appeals, the intention is not to change the existing political system structure, or to seek the redistribution of social resources. Based on effective prevention and proper response to mass incidents, this thesis is discussing the path mechanism to improve the rational expression of mass interest, such as enhancing the general public ability in expressing interest, dredging expression of interest channels, and improving the effectiveness of public participation, and so on.
