摘要
基层城镇化创新实践是新型城镇化的重要内容,"新生小城市"是由"经济发达镇"转型发展而成的一大重要基层城镇化形态。随着"镇转城"的进展,"新生小城市"的管理体制展开改革,主要涉及县乡行政权力的重构、机构设置的调整、财政体制的改革等等。本文经对山东省D镇、S镇调查研究,归纳总结乡镇管理体制向"新生小城市"管理体制转型的相关政策措施,并进一步分析"新生小城市"管理权责不清、法律主体资格缺失、人才短缺、发展要素支撑不足等现存困境。最后,根据国家新型城镇化政策指南,借鉴国内外先进城市管理经验,运用现有城市管理理论,结合实际提出"新生小城市"管理体制改革优化措施,探索城市管理"职业经理人"制度等新型管理模式。
The innovation of grass-roots urbanization is an important part of new urbanization. Then, thetransformation from the ＂economically developed town＂ to ＂Newly-born small city＂ is an important carrier of grassrootsurbanization. Particularly, with the development of the ＂town transferring city＂, the reform of the managementsystem of ＂newborn small cities＂ is significant. This mainly involves the remodeling the county and townships’administrative powers, adjusting institutions, reforming the financial system, optimizing governments’ functionsand supporting policies, etc. Firstly, we investigate in D Town and S Town of Shandong Province, to summarizethe relevant policies and measures of the management system from township to the ＂newborn small cities”. Inthe meantime, we analyze management rights and responsibilities of “newborn small cities”, discovering the lackof legal qualifications, talents and supporting policies and so forth. Furthermore, in accordance with the nationalguidelines for new urbanization policies, we study internal and international experience in urban administration, andcombining urban management theories with practical situation to suggest on the reform and optimize measures ofmanagement system for “newborn small cities”. Finally, we explore new management methods such as “professionalmanager” system.
