摘要
2017年中国官方首次发布国家绿色发展指数,将生态文明建设提升到了更高的实践层面。江西作为全国首批生态文明试验区、首批绿色金融改革创新试验区之一,在具备良好的绿色资源和政策支持条件下,如何建设生态文明试验区值得深思。文章选择福建、江西和贵州三个生态文明试验区进行比较,在绿色资源储量、财政金融基础、生态环境治理、乡镇生态文明建设、生态文明制度建设以及生态文明宣传教育六个方面进行横向比较,分析出江西生态文明试验区建设的问题和不足。并从制度建设、投融资供给、对接乡村振兴策略以及推进公众参与四个方面探讨江西生态文明试验区建设的发展思路。
In 2017, China officially released the national green development index for the first time, and promoted the construction of ecological civilization to a higher practical level. As the first batch of ecological civilization test area and the first batch of green finance reform and innovation pilot area in Jiangxi, under the condition of good green resources and policies, how to build a pilot area for ecological civilization is worth pondering. This paper compares three ecological civilization pilot areas in Fujian, Jiangxi and Guizhou provinces, and compares the results of green resource reserves, financial and financial foundation, ecological environment governance, township ecological civilization construction, ecological civilization publicity and education in six aspects to compare and analyze the problems and deficiencies in the construction of Jiangxi Ecological Civilization Experimental Zone. And then it explores the development of ecological civilization construction in Jiangxi from four aspects： system construction, supply of investment and financing, docking of village rejuvenation strategy and promotion of public participation.
