环境规制下创新型城市技术创新效率测度——以西安为例 被引量:1

摘要 以创新型城市西安为例,基于规模报酬可变条件,构建了三阶段DEA模型,在考虑环境因素的情况下,测算了西安市2006~2015年间技术创新的效率,在此基础上分析环境规制是否对以西安市为代表的创新型城市的技术创新效率有影响。研究表明,创新型城市西安的创新效率主要受限于规模效率较低,环境规制对西安市技术创新效率影响很小,"波特假说"得不到支持。为了更直观地表示研究结果,将创新模式分为双高、高低、低高、双低4种类型,其中2007、2008、2011、2012、2013、2014和2015年属于"双高"模式,2006、2009和2010这3年属于"高低"模式。其研究结果为发展中国家创新型城市的技术创新效率测度、环境规制政策制定与实施提供了具有参考价值的研究方法。 This paper establishes a three-stage DEA model under the condition of variable returns to scale to investigate the efficiency of technological innovation for the innovative city Xi'an. By considering the environmental factors,the efficiency of technological innovation in Xi'an from 2006 to 2015 is measured to analyze whether environmental regulation affects the technology innovation efficiency of innovative cities. The results show that the lower scale efficiency is the main factor that restricts the technological innovation efficiency of Xi'an,while environmental regulation has little effect. The "Porter hypothesis" can't be supported. In order to present the results more clearly,this paper divides innovative modes into 4 types,i.e. high-high,high-low,low-high and low-low. For the case of Xi'an, the mode in 2007,2008,2011,2012,2013,2014 and 2015 belongs to the type of high-high while it transfers to high-low mode in 2006,2009 and 2010. The results provide a valuable reference for the measurement of technological innovation efficiency and the formulation and implementation of environmental regulation policies in innovative cities of developing counties.
