摘要
我国集体林权制度改革催生了林权抵押贷款,为金融支持林业及缓解林业发展资金问题提供了森林资源资产资本化的新途径。随着林业改革的不断深化,公益林收益权质押贷款业已成为继林权抵押贷款后林业金融又一创新。文章以浙江省为例,基于信用增级和定价视角,探讨了信用增级中各参与主体的利益均衡问题,运用最优静态比较模型对信用增级效用最大化的增级费率的最优定价进行了量化分析,提出了实现各种内外部信用增级方式、使金融机构和新型林业经营主体实现双向共赢的建议,为推进公益林收益权质押贷款提供理论与实践借鉴。
The reform of the collective forest tenure system in our country has given birth to the forest tenure mortgage loan, which provides a new way for the capitalization of forest resource assets for financial support forest- ry and the alleviation of forestry development funding issues. With the continuous deepening of the forestry re- form, the pledge loan of public welfare forest income right has become another innovation in the forestry finance after the forest tenure mortgage loan. This paper took Zhejiang Province as an example, discussed the issue of bal- ancing the interests of participating parties in credit enhancement based on the perspective of credit enhancement and pricing, and used the optimal static comparison model to maximize the increase in credit enhancement utility. Pricing was quantified and analyzed, and proposals for realizing various internal and external credit enhancement methods to enable financial institutions and new-type forestry management entities to achieve mutual benefits were provided, which provided theoretical and practical lessons for the advancement of pledge loans for public wel- fare forest income fight.
