摘要
文章以河南滑县为例,基于生计资本对耕地保护行为影响的理论框架,运用2016年调研的473份农户问卷,通过界定和测算农户生计资本和耕地保护行为水平,定量分析农户生计资本对其耕地保护行为的影响。结果显示:1)研究区农户耕地保护行为处于较低水平。2)农户人力资本和心理资本较为丰富,物质资本、社会资本和金融资本较为匮乏。3)粮食主产区农户人力资本、社会资本、自然资本和心理资本对其耕地保护行为均有显著的正向影响。具体来看,耕地质量等级、家中是否有人为村干部、幸福度指数、流转地比例和农户耕地保护政策认知均对耕地保护行为程度具有正向影响;劳动力受教育水平、细碎化程度、农户家庭年收入、公共设施的建设情况对耕地保护行为具有显著的负向影响。最后,根据实证结果提出了强化耕地保护政策和技术的培训、鼓励农户采用耕地保护性耕作方式以及构建耕地保护经济补偿机制等建议。
Based on a survey data of 473 households in Hua County, Henan Province in 2016, and applying the corresponding theoretical framework, this paper analyzed the impacts of farmers' livelihood capital (FLC) on farmers' farmland protection behaviors (FCLPB). Results show that the FCLPB is still at a low level in the surveyed areas. These households have rich human capital and psychological capital, but less physical capital, social capital and financial capital. All the human capital, social capital, natural capital and psychological capital have significant positive impacts on FCLPB in major grain producing areas. More specifically, the farmland quality grade, village leaders, farmers' happiness index, land circulation rate, and farmers' cognition of farmland protection policy have significant positive impacts on FCLPB, while households' education, land fragmentation, households' annual income, and public facilities have significant negative impacts. Therefore, this paper suggests: to strengthen the promotion of farmland protection policies, to provide farmers with more training of agricultural technologies, to encourage the adoption of farmland conservation methods, and to construct economic compensation mechanism for farmland protection.
