摘要
2004年西气东输投产之际,安徽省开始利用天然气,十多年来区域管网、城市管网及相应配套设施逐步建立,供应量和消费量稳步提升,但利用水平仍低于全国大部分省区。全省能源消费长期高度依赖煤炭,大气污染治理形势十分严峻,亟需加快天然气清洁能源利用步伐。分析安徽省经济社会及天然气产业发展现状及存在的主要问题,探讨安徽省天然气产业发展面临的机遇与挑战,提出发展政策建议:千方百计争取资源,保障近期资源供应;加快管道和储气设施建设,实现天然气供应的长治久安;持续推进工业燃料、发电和交通领域用气,坚决打赢蓝天保卫战;深入推进省内管网公平开放,严格省内管输和配气成本监审,尽可能降低终端用气价格。
Anhui province began to use natural gas when the West-East gas transmission was put into operation in 2004. Over the past decade, regional pipeline network, urban pipeline network and corresponding supporting facilities were gradually established, the supply and consumption increased steadily, but the utilization level was still lower than that of most provinces and regions in China. The province＇s energy consumption has long been highly dependent on coal, which leads to the serious situation of air pollution control. The paper analyzes the current situation and main problems of Anhui＇s economic social development and natural gas industry, discusses the opportunities and challenges that Anhui＇s natural gas industry development faced, and puts forward some development policies and suggestions including to secure resources in endeavor and guarantee the recent supply of resources; to speed up the construction of pipelines and gas storage facilities, to ensure the long-term stability of natural gas supplies; to advance the gas use in industrial fuel, power generation and transportation field, firmly to win Blue Sky Protection Campaign; to deeply promote fair and open provincial pipeline network, to be strict with provincial pipeline transport and distribution cost supervision and examination in order to reduce the price of terminal gas as much as possible.
