摘要
改革开放以来,福州市人力资源发展受到了战略定位、文化传统、地理环境、城市间竞争等因素的制约,在人口数量、质量、流向、机制等方面都存在着问题。因此,应清醒认识到福州市人力资源开发的不利条件,有效破除人才流入的障碍,重点引入高层次、紧缺型、引领型人才,并为人才营造良好的发展环境,加快推进人力资源的社会化管理,积极进行人力资源的可持续投资。
Since the reform and opening up,the development of human resources in Fuzhou has been restricted by factors such as strategic positioning,cultural tradition,geographical environment,and competition between cities. There are problems in population quantity,quality,flow,and mechanism.Therefore,we should be aware of the unfavorable conditions for the development of human resources in Fuzhou,effectively remove the barriers to talent inflow,focus on introducing high-level,scarce and leading talents,and create a good development environment for talents,accelerate the socialization management of human resources and active investment in sustainable human resources.
