摘要
中国境外经贸合作区是"一带一路"倡议的重要支点。以澜湄流域四个通过商务部认定的境外经贸合作区为对象,运用层次分析法,首先综合考虑东道国外部环境与合作区内部因素两个方面构建中国境外经贸合作区的金融支持评价体系,然后对澜湄流域四个合作区进行评价。结果表明,澜湄流域四个境外经贸合作区的金融支持能力整体不高,区域差异较大,境外经贸合作区的金融支持与东道国金融稳定性及区内优惠政策具有显著相关性。基于此,围绕服务体系、联合模式、产品配置及区位选择等方面,提出进一步提升澜湄流域内境外经贸合作区金融支持水平的对策建议。
China＇s overseas economic and trade cooperation zone is a key pivot point of the ＂One Belt And One Road＂ initiative.This paper studies four overseas economic and trade cooperation zones identified by the Ministry of Commerce in the Lancang-Mekong area with the method of analytic hierarchy process（AHP）.At first,this paper considers two aspects of external environment and internal factors of cooperation zones of host country to build the financial support evaluation system of economic and trade cooperation zone outside China,then evaluates the four cooperation zones.The results of the article can be stated as follows.First,the financial support capacity of the four overseas economic and trade cooperation zones in the Lancang-Mekong area is generally not high and regional differences are large.Second,the financial support of the overseas economic and trade cooperation zone is significantly correlated with the financial stability of the host country and the preferential policies of the region.Based on this conclusion,the paper proposes several countermeasures that contains service system,combined mode,product configuration and location selection to improve the financial support level of overseas economic and trade cooperation zones in the Langcang-Mekong area.
