摘要
为应对棉花产业进入新常态后的各种困境,中国开启了以取消棉花临时收储政策、出台棉花目标价格补贴试点政策为代表的棉花产业供给侧结构性改革。回顾了棉花产业供给侧结构性改革的进展、成效,探讨了棉花产业供给侧结构性改革的内涵,从产业现状和内外环境角度剖析了进一步推进改革存在的困难,最后在全面分析产业发展现状和趋势的基础上对棉花产业供给侧结构性改革予以了展望,并提出了深化棉花产业供给侧结构性改革的相关建议。
In order to deal with various plight of cotton industry after entering the new normal, China has launched the supply-side structural reform of cotton industry, represented by the abolition of the temporary storage policy for cotton and the introduction of the target price subsidy pilot policy for cotton. This paper reviewed the progress and effect of the supply-side structural reform of cotton industry, discussed the connotation of the supply-side structural reform of cotton industry, and analyzed the difficulties in further promoting the reform from industrial status quo and internal and external environment. Finally, on the basis of comprehensive analysis of status quo and trend of industrial development, the supply-side structural reform of cotton industry was expected, while related suggestions were put forward for deepening the supply-side structural reform of cotton industry.
