摘要
中美贸易战实质上是一场知识产权之战,是美国试图通过知识产权打击中国在新科技革命中表现出的科技竞争力。知识产权制度与科技革命的发生发展息息相关,正是知识产权制度的不断变革,才促使了历次科技革命的发生发展,对社会经济产生了极大的影响。改革开放以来,我国经历的是一条从被动到主动的知识产权制度建设和完善之路,已建立起符合国际通行规则的知识产权制度,并对社会经济产生了积极的影响,美方的指责是对历史和现实的故意歪曲。唯有放眼世界,立足中国,建设中国特色的知识产权制度,才能把握住新科技革命的机遇,打赢中美贸易战,建设知识产权强国和世界科技强国。
The Sino-US trade war is essentially a war of intellectual property rights （IPR）. The US attempts to use IPR as a tool ti）r containing China＇s technological competitiveness in the new technological revolution. The IPR system is closely related to tbe progress of the scientific and technological revolution. It is the constant changes of the IPt/system that have given impetus to the development of previous scientific and technological revolutions and have had a tremendous impact on the society and economy Since tim retorm and opening up, China has been trying to establish a sound IPR system in an increasingly active manner. Until now, it has created an IPR system that conforms to the internationally accepted rules, which has had a positive impact on the society and econom3~ The US accusation is a deliberate distortion of history and realit2~ Only when we build an IPR system with Chinese characteristics by taMng into account both the international practices and China＇s conditions, can we catch the opportunities of the new scientific and technological revolution, win the Sino-US trade war, devdop China＇s capacity in intellectual properties, and get China to become a world scientific and technological power.
