摘要
欧盟在边境安全风险防控中,对内严格遵循面向重大风险的内部资源统一配置理念,对外坚持合作互信、资源共享的理念,同邻国打造边境安全风险合作机制,这对我国边境安全风险防控体系创新和现代边海防建设具有参考价值。可借鉴欧盟的实践经验,从系统构建、资源分配、智能防控、合作防控等方面创新我国边境安全风险防控机制。
EU border security risk prevention and control focuses on the concept of strict adherence to major risk-oriented unified allocation of internal resources, the concept of external cooperation, mutual trust and resource sharing and establishment of cooperation mechanism with the neighbors for border security risks, which provides rewarding reference for innovation of border security risk prevention and control system and construction of modern frontier and coast defense in China. Use can be made of EU practical experiences to innovate border security risk prevention and control system in China in terms of system construction, resource allocation, intelligent control and prevention, and cooperative control and prevention.
