摘要
党的十九大报告指出:要优先发展教育事业,推进教育公平,推动城乡义务教育一体化发展,高度重视农村义务教育。中国作为一个人口大国,因社会经济的发展和个人生存发展的需要,流动人口占全国人口的比重急剧增长,所以与流动人口紧密相连的流动人口子女义务教育问题也受到了越来越多的关注。针对这一问题,我国政府相继颁布了很多对应的政策文件用来解决流动人口子女面临的教育困境,但是在这个过程中却暴露政策内容空洞、政策执行趋于表面化、缺乏对政策的监督和问责等诸多问题,致使流动人口子女的教育问题迟迟得不到妥善合理的解决。本文旨对这些问题的原因进行分析并提出改进的建议,以促进教育政策目标的实现。
The nineteen major reports of the Communist Party of China pointed out that we should give priority to the development of education,promote educational equity,promote the integration of urban and rural education and attach great importance to rural education. China is a populous country. Due to the needs of social and economic development,the proportion of floating population in the whole population has increased dramatically. Therefore,the problem of compulsory education for floating population＇s children has attracted more and more attention. To solve this problem,the Chinese government has promulgated many policy file is used to solve the floating population children education facing difficulties,but exposing the policy more,policy become apparent lack of oversight and accountability of such problems in the process of education,the children of floating population the delay can not be resolved properly and reasonably. The purpose of this paper is to analyze the reasons for these problems and to put forward suggestions for improvement in order to promote the realization of the goal of education policy.
