摘要
在全球发展的新时代，人们对于全球治理机制所面对的问题和前景的认识在不断加深，并形成了全球发展的理念及其目标体系。当前，全球治理机制的运作已经逐渐呈现出多元化和多样化的状态。国际组织与当地的民间组织已经通过各种平台紧密地联系在一起。这一机制的演化是从主权国家的援助行动和国际组织协调的模式走向多元组织之间的协调，把国家的政策行为融入到国际治理机制中作为其基本内容的形式。对于普通民众来说，全球社会政策的制定和全球治理体系的运作不再是一个高高在上的东西，而是一个可以渗透到民众日常生活中的活动。
With the changes in the global political and economic environment, a new pattern oi g^uua, governance is gradually emerging worldwide. In the new era of global development, understandings of the problems and prospects faced by global governance are constantly deepening, and the concept of global development, as well as developmental targets, have been restructured. This study seeks to explain the stages and causes of the historical process of this development, and also examines the changes in the political economy, international relations, and social organization that advance this evolutionary process. Among these factors, the paper pays particular attention to the impact from the evolution of the institutional environment along with the organizational foundation, and reveals the expansion of the theoretical basis associated with this and the progress of international aid practices. Understanding these changes has important implications for elucidating the content of the concepts underpinning global development, global social policies and orientation, and the characteristics of contemporary global governance mechanisms. It also helps us advance the concept of a community for a shared human destiny, promote inclusive development, and improve human security in order to improve social quality.
