摘要
情报信息是俄罗斯国家安全危机预警的关键要素。应急情报、反恐情报、军事情报和战略情报共同构成保障俄罗斯国家安全的基础性情报。不同的安全情报,其传递路径也有所不同。所有重大安全情报最后都要汇聚于俄罗斯联邦安全会议,并由总统做出安全危机预警终极决策。根据危机的程度不同,俄罗斯安全危机预警决策部门的层级也不一样。根据危险程度和险情状况,不同的预警决策部门会做出不同的应对预案。俄罗斯以预防为主的国家安全危机预警系统,对我国国家安全危机预警机制改革与建设具有重要的启示意义。
Intelligence information is a key element for the early warning of Russia’s national security crisis. Basic intelligence of Russia includes emergency, anti-terrorism, military, and strategic information, which safeguard Russia’s national security. Each intelligence information has its own delivery path based on its characteristic. All critical intelligence, hence, will be delivered to National Security Council of Russian Federation for President’s final decision-making on security crisis early warning. According to the crisis degree and circumstance Russia’s security crisis early warning and decision-making departments have different levels, which make different plans. Russia’s early-warning mechanism of security threats which centers around prevention can inspire and enlighten the reform and construction of Chinese early-warning systems.
