摘要
上海自2011年起实施《上海市基本医疗保险监督管理办法》,开地方制定医保监管领域政府规章之先河。本文从制度规范性和实施有效性方面入手,通过发放问卷调查、历史数据分析、走访座谈等方式,评估《医保监管办法》及相关配套政策规定。结论:《医保监管办法》是确立上海医保监管体系的重要基础;为打击医保违规违法行为提供了法律支撑;营造了强化宣传社会参与的良好氛围。
Since 2011, Shanghai has implemented the Measures for the Supervision and Administration of Basic Medical Insurance in Shanghai, which is the first place for local governments to formulate regulations in the field of medical insurance supervision. Starting from the normative and effiective aspects of the system, this paper evaluates the Medical Insurance Supervision Regulations and relevant supporting policies by means of questionnaire survey and historical data analysis. Conclusion： The Medical Insurance Supervision Regulations is an important basis for establishing Shanghai＇s medical insurance supervision system, providing legal support for cracking down on illegal acts of medical insurance, and creating a good atmosphere for strengthening publicity and social participation.
