摘要
公众对技术风险的感知虽基于客观事实,但在很大程度上存在一定的"主观建构性",而这种主观建构的风险感知不会一成不变,它会随着现实中的触发因素而发生转变,而当公众的风险感知发生转变时,为了获得公众的重新接受与支持,就必须对科技政策进行相应的调整,以增强其适应性;文章以依赖公众接受度的核能政策发展,分析全球范围内公众感知的转变带来全球核电政策的调整与转变,并提出为了保证科技政策能实现对公众风险感知转变的灵敏快速反应,需建立对公众风险感知的监测机制、调查机制、回应机制以及公众参与的相应保障机制。
Although the public perception of technological risk is based on objective facts, there is a certain degree of"subjective con-struction", and the subjective construction risk perception will not remain unchanged. The paper proposes that it would change with the trigger factors in reality, when the public perception of risk changes. In order to obtain the public's re-acceptance and support, we must make appropriate adjustments to the science and technology policy to enhance its adaptability. Based on the change of public acceptance policies of nuclear energy, this paper analyzes the change of public perception around the world, which leads to the adjustment and transformation of global nuclear power policy ; And this paper puts forward that in order to ensure the sensitive and quick response of science and technology policy to public risk perception, it is necessary to establish the monitoring mechanism, investigation mecha- nism, response mechanism and public participation mechanism
