摘要
“丝绸之路经济带”建设是进一步实施西部大开发战略的重要举措。本文以“丝绸之路经济带”西北五省区的科技人才为对象，以科技人才的存量、增长率、工作条件和创新产出四方面为分析维度，收集整理了2013年2016年的相关数据，在分析西北五省科技人才发展现状的基础上，探讨了西北省际科技人才发展中存在的问题，并提出了加快西北五省科技人才发展的对策建议。
The construction of the Silk Road Economic Belt is a significant measure to further implement the western development strategy, which not only poses challenges to the development of scientific and technological talents,but also brings opportunities for them. This paper collects the related data from the year 2013 to 2016 and analyses the stock level, growth rate, working conditions and innovative output of talents in the five northwestern provinces Shaanxi,Gansu, Qinghai, Ningxia and Xinjiang, On the basis of these analyses, this paper further exploits the existing problems in talents development, and puts forward some suggestions and solutions in the hope of solving them.
