摘要
自二十世纪后半叶始,上海交通大学发展进入"快车道",各项工作更加注重质量和效率,持续助力学校"双一流"建设。长期以来,在招标采购领域,各类型项目(含工程、货物、服务)往往招标时间冗长、中标企业质量难以把控,是影响各级用户单位服务感受度的两大难题。学校招投标与政府采购办公室(下称:招采办)是学校各类型项目招标的归口管理部门,针对上述两大难题,招采办通过研究新加坡、香港等地区"政府工程牌"的管理理念,并借鉴深圳市等"预选承包商"的探索实践,推出契合学校建设发展的"预选供应商"制度和"预选采购"模式。在国内高校领域,我校上述模式首次实现限额以下各类型项目的全覆盖,并推出一系列较为完备的遴选、使用、管理办法,为国内兄弟高校招标采购领域解决上述两个难题提供了"交大策略"。
Since the latter half of the twentieth century, Shanghai Jiaotong University has entered the ＂fast lane＂ of development. All the work has paid more attention to quality and efficiency, and has continued to assist the ＂two-class＂ construction of the university. For a long time, in the field of bidding and purchasing, various types of projects （including projects, goods and services） often have long time to tender, and the quality of the winning bidding enterprises is difficult to control, which are the two major problems affecting the service perception of users at all levels. The School Bidding and Government Procurement Office （hereinafter referred to as the Acquisition Office） is the key management department of various types of project bidding. In view of the two major problems mentioned above, the Acquisition Office is launched by studying the management concept of ＂Government Engineering License＂ in Singapore, Hong Kong and other regions, and drawing on the exploration and practice of ＂pre-selected contractors＂ in Shenzhen. The ＂pre selection supplier＂ system and the ＂pre selection procurement＂ mode fit for the development of schools. In the field of domestic colleges and universities, the above-mentioned model for the first time realizes the full coverage of all types of projects below the quota, and introduces a series of more complete methods of selection, use and management, which provides a ＂Jiaotong University Strategy＂ for solving the above two problems in the field of bidding and procurement of domestic brothers and universities.
