摘要
面向2035的高等教育治理现代化,是立足十九大报告对中国特色社会主义现代化的两阶段定位,基于中国实际情境对高等教育治理问题的思考。十九大报告中提出的坚持党的领导、以人民为中心、深化供给侧改革等要求是定位它的基本特征的根本指向。因此,面向2035的高等教育治理现代化的实现应当以坚持党的领导为方向保证、以学生的幸福为中心、以供给侧结构性改革为方法等基本特征。在定位基本特征的基础上,通过落实具体基本措施,探寻面向2035的高等教育治理现代化的基本策略:一是打造学习型党组织保证党的领导的与时俱进;二是通过唤醒大学活力增进学生幸福感,落实以学生的幸福为中心;三是通过尊重大学内在逻辑促进大学内涵式发展以及理顺内部权力关系优化大学治理结构,从要素与结构两个方面的优化实现大学的供给侧结构性改革。
Modernization of higher education governance for 2035 is a two -stage orientation of socialistmodernization with Chinese characteristics stipulated in the report of the 19th National Congress of the CommunistParty of China and a reflection on the governance of higher education based on the actual situation in China.Ensuring Party leadership and Committing to a people-centered approach and Deepening supply side reform fromreport of the 19th National Congress of the Communist Party of China is the cardinal direction of basic features formodernization of higher education governance in 2035. Achievement of modernization for higher educationgovernment in 2035 should take ensuring Party leadership as direction guidance, student's happiness as center,supply side structure reform method etc. as basic feature. Looking for basic principle for modernization of 2035higher education governance including building a learning-oriented Party organization, the Party's leadership willchange with the times; students' vitality will be motivated and sense of happiness will become stronger; byrespecting internal logic to foster intension type development as well as straightening domestic power relation tooptimize governance structure; by optimization of factor and structure to achieve the supply side reform of highereducation
