摘要
粮食补贴政策是世界各国保障粮食安全、稳定粮价、促进农民增收的基本国策。通过比较世界不同国家不同时期的粮食补贴政策,旨在梳理出适合我国国情的粮食补贴政策,比较发现现阶段我国建立的以收入补贴为主多种补贴形式为辅的模式是合理的,符合从发展中国家迈向发达国家这一过程的时代要求。为进一步顺应经济全球化发展趋势,我国粮食补贴政策应该尽快立法,相关措施的完善走在世界经济发展的前面,未雨绸缪式的探索、改良势在必行。
Food subsidies policy is the basic state policy for food security, price stability, and increase of farmers’ income in the world. By comparing with different food subsidies policies of different countries, this paper designs food subsidies policy for China’s national conditions and finds that establishing the income subsidies is reasonable and fit for the transformation from developing country to developed country. To accord with the trend of the development of economic globalization, it is necessary for China to legislate as soon as possible and improve food subsidies policy.
