京密引水渠应对强降雨的实践与思考

摘要 为了更高效地利用雨洪资源.同时保证京密引水渠行洪安全.分析了近年应对强降雨的措施,并重点对比了2次特大暴雨分洪情况,从而得出:2014年南水北调工程正式通水后渠道调洪能力大大降低、渠道渗水点增多等问题。最后,针对相关问题提出划定防汛特征水位、进一步建设防汛体系等建议。通过分析研究,明确了京密引水渠应对强降雨的工作情况及存在问题.为今后引渠如何在工程设计指标范围内既满足为用户正常供水同时保证人民群众生命财产不受损失、最终实现工程效益最大化提供参考. In order to more efficiently using rainwater resources, and ensure the safety of flood diversion in Jingmi diversion canal, the measures to deal with heavy rainfall in recent years were analyzed, and in particular, two flood diversion cases in heavy rainfall were compared. The results showed that the water diversion capacity of the canal was greatly reduced and the canal seepage points increased after the operation of the South-to-North water transfer project in 2014. Aiming at the related problems, this paper suggests delineating characteristic water level of flood control and further constructing the flood control system of the Jingmi diver- sion canal. Through analysis and research, the operation and problems of Jingmi diversion canal in heavy rainfall is clear. It may provide the reference for the project's maximum benefit, which not only satisfies the normal water supply for the users, but also protects the people's life and property from loss in the scope of the project design index.
