摘要
改革开放以来,湘西州扶贫经历了"输血式""开发式""精准式"的战略转变,扶贫工作取得一定成效,但在实践过程中,仍然存在扶贫资源强调"普惠分配"、扶贫策略采取"大水漫灌"、扶贫模式偏重"输血"、扶贫成效注重"人均"的问题。此外,发展不充分、相对贫困落后是湘西州最大的州情。基于此,需要从坚持以人民为中心发展思想、强化队伍建设、发展特色产业、整合优化资源、探索精神脱贫五个方面着手,进一步完善湘西州扶贫工作,加速脱贫步伐。
Since the reform and opening up, the poverty alleviation in Xiangxi has undergone the strategic transformation of ＂blood transfusion＂, ＂development＂ and ＂precision＂, and achieved certain results. However, in the process of practice, there are still some problems of poverty alleviation resources such as emphasizing the ＂inclusive distribution＂, ＂flood irrigation＂ strategy, ＂blood transfusion＂ mode, and ＂per capita＂ effect. In addition, the inadequate development, relative poverty and backwardness are the largest state situation. Based on this, it is necessary to further improve the poverty alleviation work from five aspects： insisting on the people-centered development thought, strengthening the construction of the contingent, developing the characteristic industries, integrating and optimizing the resources and exploring the spirit of poverty alleviation.
