摘要
基于新疆城镇化与水资源利用现状,运用熵值法与TOPSIS法计算新疆城镇化水平指数和水资源利用效益指数,构建城镇化水平与水资源效益的耦合协调度模型,计算新疆北、东、南疆15个地州市2005、2010、2015年的城镇化与水资源利用效益的耦合协调度。研究发现:(1)新疆城镇化水平与水资源利用效益指数存在明显的空间异质性,各地州水资源利用效率总体皆有所提升,但提升速度较为缓慢,城镇化发展速度由快渐慢,趋于平缓;(2)自"一带一路"倡议实施以来,水资源利用效率的增长速度跟不上城镇化发展速度,其耦合协调关系出现下降态势且各地州差异明显;(3)新疆城镇化与水资源利用效益耦合协调度呈现明显的空间异质性。北疆的克拉玛依市、乌鲁木齐市一直保持排名第一、第二;东疆的哈密地区排名靠前,吐鲁番市属于中等水平;南疆五地州整体排名靠后,特别是属于国家深度贫困区的南疆三地州排名倒数三位。
By analyzing the urbanization and water resources utilization in Xinjiang,and by using entropy method and TOPSIS method to calculate the level of urbanization in Xinjiang and water resource utilization efficiency index,to build the urbanization level and benefits of water resources of coupling coordination degree model,to calculate the 15 northern,eastern,southern Xinjiang regional prefectures' urbanization and water utilization efficiency of the coupling coordination degree in 2005,2010,2015,It is found that :( 1) there is obvious spatial heterogeneity between the urbanization level of Xinjiang and the water resource utilization efficiency index. The water resource utilization efficiency of all regions has been improved in general,but the rate of improvement is relatively slow. The development speed of urbanization is from fast to slow and tends to be gentle;( 2) since the implementation of the " Belt and Road" initiative,the growth rate of water resource utilization efficiency has not kept up with the urbanization development rate,and the coupling and coordination relationship of water resource has declined and there are obvious differences among different states;( 3) the spatial heterogeneity of Xinjiang's urbanization and the coupling degree of water resource utilization efficiency is obvious. The cities of Karamay and Urumqi in northern Xinjiang have always been ranked first and second; The Hami region of the eastern Xinjiang ranked high,Turpan city is at the medium level; The five prefectures of southern Xinjiang ranked low overall,especially the three prefectures of southern Xinjiang,which belong to the national central and contiguous special stranded area.
