摘要
重视学校在反欺凌中的作用和地位,是英美两国预防和应对校园欺凌的共同特色。主要表现为在国家和政府层面,制定基于学校的欺凌防治政策;在学校层面,重视对教职工和学生的反欺凌教育;在社会治理层面,建立以学校为主、多方参与的反欺凌网络体系,形成反欺凌合力。同时,英美两国基于学校的欺凌防治行动,也各有侧重。认真反思学校在反欺凌中应该扮演的角色,努力提高学校欺凌防治的专业性和有效性,是进一步推进国内反欺凌工作的重要着力点。
Emphasizing the role and status of the school in anti-bullying is a common feature of the US and the UK bullying prevention,which are embodied as follows:develop-ing school-based bullying prevention policies at the national and governmental levels;attaching importance to the anti-bullying education which is given to both teachers and students at the school level;moreover,on the level of social governance,establishing anti-bul-lying network system which combine school with multilateral forces to develop anti-bully-ing resources. Meanwhile,the US and the UK give different emphases on school bullyingprevention action. Therefore,reflections on the school roles in anti-bullying action and ef-forts on improving the professionalism and effectiveness of school bullying preventionshould be regarded as main point to further promote domestic anti-bullying work.
