摘要
随着国家医药卫生体制改革不断迈向深水区,走内涵发展之路已成为各大医院适应政策导向和实现健康发展的必然选择。从思路把握、体系设计和管理策略三个方面,介绍医院质量管理的探索实践;指出在思路把握方面,要从战略层面和全局高度为医院质量建设提供基础保证、目标指引、标准要求和价值遵循;在体系设计方面,要从管理框架的设计、监控体系的构建、科学评价的实现和质量提升的促进等方面具体推进医院质量建设;在管理策略方面,要从扭住核心、恒抓常态、聚焦创新、把好准入等入手,构建长效机制,促进医院质量建设实现质的提升。
With the further reform of the national medicine and health system,the road of connotation development has become the inevitable choice for the hospitals to adapt to the policy orientation and realize the sound development. This paper introduces the exploration of hospital quality management from aspects of thinking,system design,and management strategy. It points out that in the aspects of thinking,it is necessary to provide basic guarantee,target guidance,standard requirements and value compliance from the strategic level and overall height.This paper also indicates that in the aspect of system design,hospital quality management should be improved through the design of management framework,the construction of monitoring system,the implementation of scientific evaluation and the promotion of quality improvement. Lastly,in terms of management strategy,it is vital to establish long-term mechanism to improve hospital quality management level by seizing up the core,carrying out regular management,focusing on innovation and controlling the access.
