摘要
《反垄断法》实施十年来,我国取得了骄人成绩,竞争政策的地位和作用不断增强,竞争法制逐渐完备,高质量执法司法案件接连产生。随着机构整合后的统一执法,我国竞争政策与《反垄断法》步入新时代。当下,国内市场面临着供给侧结构性改革和高质量发展的考验,应进一步强化竞争政策的基础性作用、完善体制机制和提升机构能力;同时,世界经济共同面临着全球化浪潮衰退和数字经济等带来的挑战,需保持审慎、加强合作,在个案中探索反垄断法适用的新思路、新模式和新工具。
In the past ten years since the implementation of Anti-Monopoly Law, China has achieved remarkable results： The status and role of competition policy has been continuously enhanced, competition legal system has been gradually completed, and high quality law enforcement and judicial cases arise one after another. With the unified law enforcement situation formed after the integration of 3 institutions, China＇s competition policy and the Anti-Monopoly Law have entered a new era. At present, the domestic market is facing the test of structural reform on the supply side and the demand of the high quality development, and we should further strengthen the basic role of competition policy, improve institutional mechanisms and enhance the capacity of AML enforcement institution, At the same time, the world economy is faced with the challenges brought by the decline of the globalization wave and digital economy, which require us to maintain prudence and strengthen cooperation in exploring new ideas, models and tools for the application of AML in individual cases.
