摘要
以广西13家区直国有林场为例,研究发现国有林场场办的企业存在着市场竞争力低下、经营不规范、事企不分、人才匮乏等问题,其问题的根源是企业性质和职能定位不清晰、监管体制不顺、内部控制机制不健全。提出从明确国有林场场办企业的职能定位;完善国有林场场办企业产权制度;事企分开,完善企业法人治理结构;理顺管理体制,健全运行管理机制等四个途径,化解国有林场场办企业存在的问题等对策。
This paper takes Guangxi District 13 state-owned forest farm as an example. The study found that the state-owned forest farm enterprise exists in the market competitiveness is low. The management is not standardized, enterprise talent shortage, the root of the problem is the nature of enterprise and the role is not clear, supervision system, internal control mechanism is not perfect. From the clear functional positioning of state-owned forest farm field enterprises; improve the state-owned forest farm enterprise property right system; enterprises separately, perfecting the corporate governance structure; straighten out the management system, four ways to improve operation and management mechanism, and to resolve the state-owned forest farm business problems.
