摘要
"三农问题"话语为全社会关注农业、农村和农民问题做出了贡献。"三农问题"是一种合称,可以作为社会传播话语,但其本身并无确切含义和实质意义。一些学者认为"三农问题"话语提出之前的农业问题、农村问题和农民问题是被割裂的,研究也都是孤立的,且认为西方学术界只重视单方面的"农业问题",而不会将农业问题、农村问题和农民问题联系起来研究。这些判断缺乏根据。"三农问题"这一提法不仅没有成为国际认可的学术概念,而且影响了国内学术界在农业问题、农村问题和农民问题方面与国际学术界的研究交流。与此同时,与中国的"三农问题"本可建立一定关联的、具有深厚马克思主义政治经济学传统的国际学术概念——"农政问题",令人遗憾地被中国学术界忽视了120年。中国的农村社会研究亟需重拾"农政问题"概念。
The discourse of the issues relating to agriculture,rural areas and rural people contributes to social concern over agriculture,rural areas and rural people.As a common term and social communication discourse,the issues relating to agriculture,rural areas and rural people contain de facto no specific meaning.Some scholars believe that the issue of agriculture,the issue of rural areas and the issue of rural people are demarcated and the related researches are isolated from one another before the emergence of this discourse.They also believe that the Western academia focus only on the"issue of agriculture"instead of studying the issue of agriculture,the issue of rural areas and the issue of rural people in an integrated way.Such judgments are not well-founded.This discourse has not only failed to become an internationally accepted academic concept,but also impeded the academic exchanges between domestic and international academic circles on these issues.Meanwhile the"agrarian issue",a term that should have some correlation with the issues of agriculture,rural areas and rural people with a profound Marxist political economy tradition,has been?regrettably been neglected by the Chinese academic circles for 120 years.It’s time to return to the concept of"agrarian issue"in the rural studies in China.
