摘要
为探究民航从业人员发现安全问题后自愿报告意愿的影响因素,提高民航各单位主动报告平台运行效果,按照组织、个人、信息3个主要层面,选择系统设计、安全文化、公司政策、个体认知、利己考虑、利他考虑、信息严重程度、信息发生频率及信息价值共9个子层面,构建了包含29项指标的自愿报告意愿影响因素指标体系。根据指标体系设计问卷,向多家航空公司不同岗位的一线员工发放问卷,并利用均方差决策法计算指标权重。结果表明:1)员工心情是报告意愿最主要的影响因素,其次是领导层重视程度;2)报告意愿与员工身心状态有关;3)组织因素与信息因素既直接影响报告意愿,又对个人因素产生间接影响。
The present paper is aimed to propose an analysis for exploring the intentional inclination that affects the civil aviation airline staff-members in identifying and determination of the safety problems. For it is believed that such an analysis is beneficial for improving the operation results and efficiency in the report platform in the civil aviation control and management,which is set up on the basis of the 3 primary indexical factors known as "the institutional side,the individual side and the information side itself. "The said index system for confidential report of the airline front-line service staff-members may include 9 secondary indexes and 29 sub-secondary indexes,such as the system design,the safety culture,the company policy,the individual safety problems recognition,the personal interest and benefit consideration,the altruistic consideration,the information aggravation severity,the problem-prone frequency,etc. According to the aforementioned indexical system,we have laid out a questionnaire and then delivered to the front-line staff members so as for them to make choice and answer according to the practical situation of their own individual jobs. And,then,it is possible to work out the weights of each indexical factor by using the Mean Square Error Decision Method. And,later then,we have converted the questionnaire form into two sections,the questions to be asked on the influential factors of the confidential reports and the elementary personal information of the individual workers of their own. There have been listed 29 problems or questions to be answered on the influential factors of the confidential report with a selection score in a Likert Scale. The main investigation subjects of the present paper are the airline workers or employees,including the pilots,the flight mechanics,the flight attendants and the rest front-line staff backline service members,e. g. the safety management staff-members,including the middle and senior officers.
