摘要 传统飞行员安全绩效考核侧重不安全事件等级和数量、轻视后果较轻的差错和轻微后果超限事件,不能真实反映飞行员的安全水平。基于对飞行员的工作流程、规章要求及相关文献的分析,以严重差错、一般差错、超限事件作为评价指标,从发生事件数、飞行时间、事件权重3个方面构建飞行安全指数。以S航空公司10名飞行员为例进行验证,并将飞行安全指数与传统方法的评价结果进行对比。结果表明:飞行安全指数与传统飞行员安全绩效的评价结果有明显差异;造成评价结果差异的原因一是引入了变量飞行时间;二是重新确定了指标权重。飞行安全指数与飞行员驾驶行为的安全星级更加吻合,飞行安全指数能够在一定程度上反映和预测飞行员的真实安全水平与未来的安全态势,可很大程度避免传统评价方法的不公平性和评价结果的偶然性。 The paper is dedicated to a study for the ways to evaluate the indexes of the performance for the pilot flight safety based on the analysis of the pilot flight process,safety regulations on the basis of the relevant research literatures on the serious errors,general errors and transfinite events. As is known,traditional safety performance evaluation method used to emphasize the level and number of unsafe events and situation for the lower-level events,which actually cannot faithfully reflect the safety-control level of the pilots. Therefore,what we want to do is to make a rough theoretical analysis and an analysis for the factors that may account for the flight safety by identifying and determining the indexical weights,which can constitute a flight safety indexical evaluation model from the following 3 aspects: the number of events,the flight time and the weight or the seriousness of the flight event. And,then,it is also necessary to verify the rationality and effectiveness of the said flight safety index evaluation model through the actual examples at least of 10 airline flying pilots.Furthermore,the evaluation results of the flight safety indexes of the pilot safety performance should be further compared with the traditional method. The results of such flight performance evaluation experience show that there exists quite a significant difference between the actual flight safety performance and the traditional evaluation method. This is mainly due to the change of the evaluation results by introducing the flight time as a new variable into the model,which might as well lead to the redefining of the evaluation weights. Therefore,as compared with the traditional evaluation methods,some progress or advances have been made in the flight safety evaluation indexes. For instance,the flight safety index model has thoroughly got rid of the effect of flight time on the number of incidents through defining the incident rate per hundred hours.
