摘要
近年来频发的校园突发事件及其严重的危害和影响让人痛心,政府和高校制定了很多预案,但目前还存在"解事"不"解人"的问题,大学生和学校管理缺乏公共理性是重要原因之一,从树立公共理性意识、实现现代大学治理入手,构建多元主体参与机制、交流沟通机制和协商合作机制的公共治理模式,是预防和减轻校园突发事件频发及危害的公共理性策略。
The frequent campus emergencies and their serious harm and influence in recent years are distressing. The government and universities have made a lot of preparedness. But there is still no fundamental solution to the problem. The lack of public reason for college students and school management is the frequent occurence of campus emergency and poor emergency management.Starting with the establishment of public rational consciousness and the realization of modern university governance,constructing multi-subject participation mechanism,public government model of conmnunication mechanism and consultative cooperation mechanism are the public rational strategies to prevent and mitigate the frequent occurence and harm of campuse mergencies.
