摘要
湖南小微企业大体存在求富、求新求转型发展两大基本定位,因此,支持小微企业发展,应从小微企业定位差异及其不同利益诉求中分类施策:对求富型小微企业,宜重点采取多予少取思路;而对求新求发展型小微企业,主要围绕技术创新、金融创新、经营模式创新与协同创新四大领域给予大力扶持,尤其是通过体制机制创新以促进小微企业三大协同发展:产-学-研协同、政-银-企协同以及社会化协同,从而有效支持小微企业发展。
The small and micro enterprises in Hunan generally have the two basic positions as so seeking for wealth and seeking for new transformation development. Therefore, to support the development of small and micro enterprises, we should classify the differences among micro-enterprises and their different interest demands： To the small micro-enterprises seeking for wealth, we should focus on giving more and taking less, to the small micro-enterprises striving for transiting and developing,we mainly give such supports as our major fields ：technical innovation, financial innovation, business model innovation and collaborative innovation, especially promoting the three synergies of small and medium-sized enterprises through such institutional innovation as： Industry-university-research collaboration, government-bank-enterprise coordination and social collaboration.
