摘要
在"IP热"背景下,由于娱乐资本的负外部性、对教育功能的挤压、"文化工业"效益与大众文化审美情趣之间难以平衡与兼顾等原因,决定了对娱乐产业进行规制与调控的正当性、紧迫性。政府部门规制与调控娱乐产业可采取主导型、扶持型、参与型、放任型等模式,可扮演掌舵者、划桨者乃至后勤、旁观者等角色,应遵循顶层设计原则、协同治理原则、内容与行为规制及底线原则等多种原则进行调控;具体调控路径创新方面,文中提出政府的多元化角色及其合理化运用,产业生态的整体化调控与引导;内容层面的"文化比例说",源头正能量保障等治理创新机制与路径。
In the IP hot background, the negative externality of entertainment capital, the backlog of educational function, the balance between " cultural industry" and aesthetic taste of popular culture, determines the legitimacy and urgency of the regulation and control of the entertainment industry capital. Government participation in the regulation and control of the entertainment industry can take the dominant, supportive, participatory, laissez - faire model, which play such as the helm, paddlers and even logistics, spectators and other roles. We should follow the top design principles, collaborative governance principles, content and behavior regulation and the bottom line principle and other principles of regulation and control. In the aspect of concrete regulation path innovation, this paper puts forward the government's diversified role and its rational use, the overall regulation and guidance of industrial ecology ; the content level of " culture proportion" , the source of positive energy security governance innovation mechanism and path.
