摘要
在全面从严治党的新常态下,落实党风廉政建设"两个责任"是确保独立学院社会主义办学方向的重要保证,深化独立学院大学治理改革的必然要求和促进独立学院转型发展的现实需要。当前,独立学院落实党风廉政建设"两个责任"呈现出责任意识进一步增强但责任主体虚化,制度建设进一步加强但制度落实泛化,责任落实进一步具体但责任追究弱化的境况。独立学院全面从严治党、深入落实党风廉政建设"两个责任",必须明确责任主体,解决谁来干的问题;细化责任清单,解决干什么的问题;落实责任措施,解决怎么干的问题;强化责任追究,解决干不好的问题。
In the new normal of tightly govern the Party systematically, the assumption of the “two responsibilities” of the Party style and clean government construction is a key guarantee for the right educational direction of Independent colleges, a necessary requirement for deepening the governance reform in Independent colleges, and a realistic need for promoting transformation of Independent colleges. Currently, Independent colleges have enhanced responsibility awareness in assuming the “two responsibilities” of the Party style and clean government construction but the responsibility principal has weakened; institutional construction has been boosted but the implementation of systems has been broadened; the assumption of responsibilities has been further broken down but responsibility recourse has weakened. Facing the “two responsibilities” of tightly governing the Party and deeply implement the Party style and clean government construction, Independent colleges must clarify the responsibility principals, answering the question of who will do it; they must break down the responsibilities, answering the question of what should be done; they must implement responsibility measures, answering the question of how to do it; and they must enhance responsibility recourse, answering the question of what will happen if it is not well done.
