摘要
少数民族地区的乡村振兴战略,需要把资源开发与环境保护、"美丽乡村"建设结合起来,统筹开发自然资源和历史文化资源,协同推进资源开发和环境保护;需要贯彻绿色发展理念和"两山理念",协同推进生态保护和产业发展;需要把基础设施建设和社会建设纳入乡村振兴总体规划,关注社会事业基础设施建设和就业等民生问题,协同推进基础设施建设与社会建设;需要根据共同富裕的本质要求,以精准扶贫为重点,协同推进共同富裕与精准扶贫;需要以乡村治理能力建设为重点,把人力资源开发纳入乡村振兴战略总体规划,协同推进乡村治理能力建设与人力资源开发。
The strategy of rural revitalization in minority areas needs to bring together as a whole the development of natural,cultural,and historical resources,environmental protection,and the construction of＂Beautiful Villages＂.It is essential to implement the notions of green development and ＂Two Mountains＂in advancing ecological protection and industrial development.It is necessary to integrate social construction and infrastructural construction in the general plan.Social undertakings infrastructure,employment,and other livelihood issues should be well taken care of.Common prosperity and precision poverty alleviation should be advanced side by side,while an emphasis be laid on the later as it is required by the principle of common prosperity.Rural governance capacity building should be a key task.Human resource development should be in the overall planning of rural revitalization strategy so that rural governance capacity building and human resource development can go together.
